I work a lot on multi-city and multi-country sites, and Keyword Planner is still the free tool I trust most for comparing demand between locations. You just need a Google Ads account, no active spend required.
How I use it:
– Set the location to a specific city or region, not the whole country, and compare the same keyword list across locations. It shows which markets deserve a dedicated page.
– Use the forecast tab on a small keyword list. It gives more precise numbers than the broad volume ranges.
– Seed it with a competitor URL to pull keyword ideas from their pages.
– Export and check monthly breakdowns for seasonal differences between regions.
Downside: without active ad spend, volumes show in wide ranges like 1K to 10K, and close variants get grouped together. Treat it as relative demand, not exact numbers.
